The delivery workflow is triggered after an agent has completed
composing a letter. Once the correspondence is marked complete (by
clicking the Submit button in the Create Correspondence UI),
supported delivery mechanisms become available on the Letters tab
in the Manage Assets UI. These delivery mechanisms become available
only for letter instances whose status is complete.
All correspondence delivery actions are logged in the audit trail.
