When a PDF form is opened
in Adobe Reader, some Adobe Reader commands that are available for
static PDF forms are not available for dynamic PDF forms. The reason
is because the final layout of the form can change the position
of objects, which in turn affects the number of form pages.
The following Adobe Reader commands are available for static
PDF forms but not for dynamic PDF forms:

Comment and Markup tools

Import Comments and Export Comments

Insert Pages, Extract Pages, Replace Pages, Delete Pages,
Crop Pages, and Rotate Pages
